Seriously, though, Python is the programming language that runs every import/export operation and plugin. V. 2.5 was required for Blender 2.44.
It is better to do one thing well, than to do many things and excel at nothing.
For Sculpting - as much RAM as possible.
If self building I'd say go with an e2160 from intel - overclock it like mad and then use the money saved versus a more expensive processor on RAM and gfx card.
Take a look at Toms Hardware for an idea of how far you can push these little babies....

Well, folks, after waiting all summer, the new version of Blender is out! Yay!
BlenderNation did an article on it, though blender.org hasn't updated its own site yet. If you haven't gotten any version yet, make sure to get your copy today! (while supplies last)
I realize that ysrvy already mentioned the 2.45 release in an earlier post, but we have to announce these things properly, don't we?
