Generally, you should position it first, then parent, with "inherit bends"
unchecked.
One possible "gotcha":
If the arm (or even the figure) is not at original (100%) scale, you'll
have distortions. I don't know of an easy solution, except to restore
the figure and all of its parts to 100%, attach the basket (scaling it
up temporarily to look right) and then set the figure or the arm back
to the small scale. The basket will then be undistorted.

Sorry, but that didn't help. I started over fresh and didn't touch the baby. When I parented the basket it distorted. when I tried parenting first and then moving it, it still distorted.
