I see that prixat had given it a close look ... and was the first to mention,
blades between the plastic.
...and the plastic guides seem to make different widths.

Generally, wire strippers have 2 opposing concave blades ... in order to get
the insulation off all sides of the wire.
or it could be a trimmer for really stubborn nasal hair
LOL. As it is about 3/4 inch in diameter ... it just might be a little uncomfortable
if used for that purpose. Very clever surmise ... but ... sorry, No.

I think its a Wire Stripper.
I thought it would be nice to show y'all an image of my wire stripper [above].
Please take special note of the serrated areas of the jaws -- although each
grove is designed for a specific wire size (and marked in both AWG [American
Wire Guage] and metric sizes) ... those jaws are rather non discriminating
when the time comes to bite your finger, hand, the web between thumb and
hand, ... etc.
I speak from vast experience ... and experience is a painful instructor.

I forget the name of the tool tho.
It is called a Lace Cutter. or Lace Maker.
I bought mine from Spotted Pony Traders while attending the Pennsic War ... unofficial.
I found another online supplier ... Rude Dog Leather (doncha' just love that
name???) sells a Lace Making Tool.

Step # 3 ... pull on the lace. Sorry that I can't extract the lace and take
a picture at the same time).
The leather scrap will 'spin' around the cutter.
The process is quite similar to how an MBA or Management Consultant
would change a light bulb ...

Cutting many strips of leather freehand is a royal pain in the behind.
