This technique is quite easy and straight forward (sorry if this is already known to you, but maybe there are some that don't know).
Start with a terrain. Any type of terrain will do, and will depend on your own needs.
*The terrain ideally should be the highest resolution 4096x4096, but if your PC is slower then a lower resolution will suffice. The resolution will of course effect the realism in your render.
Add a dash (very little) of basic noise to the terrain whilst still in the terrain editor.
Raise or lower the terrain to your own needs and bare in mind that the grass will be more spikey the higher or less spikey the lower you adjust it.
Now add the material. The Mat or material should be grass like and contain a little noise, flat one coloured mats will not get the desired result.. There are a few Mats that are suitable under terrain mats.
In the Materials Lab, raise the bump map (experiment with this depending on which mat you use) and also raise the transparency to between 15-20. This is also dependant upon taste and what you are trying to achieve. The transparency will give the impression of more denseness, and the bump map should give the more spikey quality to grass.
Now do a test render. If the grass looks too much like spikey cones then too much noise was added to the terrain, it only needs to be very little noise to achieve a good looking grass.
This finished grass should look something like the image above. Notice the grass up against the wall.
