I only use "save for web" if I'm creating an avatar or some other piece that requires a gif format. Instead, I'll resize within my main image file and save it out as a "file name.jpg", with a compression setting of 8, then decline to save the changes to the main image.
"Save for web" just does too much havoc for my tastes.

The Gimp is very good for this (you can see the size that youre pic will be when saved) and the gimp is free.

Check out this tutorial. It's for thumbnails, but the principal is the same for regular images too. Just work with a template that is the size of the final image that you want.
