Unless the clothing is dynamic clothing (which would be set up in the Cloth Room), your clothing doesn't "sense" obstacles that it shouldn't go through. It may have certain morphs to allow angle adjustments etc, however, if you're familiar with the Parameters Palette.
But wait a minute... that legband is supposed to be on her leg, and it's not? Then you must not have conformed the clothing figure to Victoria when you added it. In the top menu, click Figure > Conform to... and select Victoria 4.

If the clothing is Dynamic, make sure you include the Ground for Collide Against when using the Cloth Room...
If it is a Conforming Cloth, I suspect it will also have some Pose Morphs available.
What is the URL of that Item.. the Readme should tell you what it has with regards to Morph Poses (and if the Panel is Dynamic or Conforming)

Wow; that was a speedy response!
The cape & belt [that's what they call it] has dynamic morphs:- "length long" and "windy 1 - 6" - but the windy morphs appear to give very little control; I suppose I could just shorten it [now that I found the morph - I didn't realise that looking under the "body" part would yield different morph choices than 'Right Thigh"].
The legband IS tied to the leg [and conformed :-)] but has no dynamic morphs. The legband ties around the leg and there are "leftover bits" that hang down.........
Either way - I have no idea how to adjust in the Cloth Room [the manual is of no use and neither Lynda.com's "Poser 7 Essential Training" or VTC's "Poser 7" training DVD's only really show me how to drape a sheet over a cube..........lol].
Any good, easy to understand tutorials on the subject available?
Is there anything I can do with the legband [other than fix it in post]?

Here's a little known fact, about the Poser Cloth Room. Even if an item is conforming, the Cloth room may be able to clothify it for you. The best place to learn about the Poser Cloth room is the Poser tutorial. And as Ratscloset says, don't forget to select the ground for the object to collide with.
Be careful how you use the word 'dynamic'. Conforming clothing will have a rig structure associated with them, therefore particular morphing capability will also be inherent. Additional features pertaining to environment behavior or body movement or shape (i.e., wind, length, etc) are bonuses for better clothing response. On the other hand, dynamic clothing has limited character rigging and is applied in the Cloth Room. Such clothing respond to character movement and shape and is applied using animation sequence for better fit.

As I mentioned, I found the manual of no use in this issue; is that what is referred to as the Poser tutorial?? Otherwise, no idea..............
hborre, I used the word "dynamic" ONLY because that is what the makers of the clothing used one their parameter dials; I figured they'd know whether what they had created was dynamic or not..............
