Skirts and dresses are notorious for being difficult to rig. One of the classic tricks is to group everything below the abdomen as the hip and to add body handles to help posing.
With body handles you can pose the "thighs" in the dress back to an unbent position and then bend the dress into a sitting position with a body handle.
PhilC has some tutorials on added body handles, though I don't know how good they are as they use the setup room which I never use. He also has tutorials on rigging and joint parameters.

You've entered a somewhat complex area, Paula. Clothing needs a number of things checked in order for it to work in Poser:
UV mapping
No duplicate verts
polygons all facing the right way (out)
Other, more experienced modellers will most certainly find other things to add to this list. Those were just the bug-a-boos I faced.
Quite frankly, I never did get the setup room to work properly for me. However, you might try PhilC's Obj2Cr2 utility: it takes the pain out of making conforming clothing. I wrote a quick and dirty little thingie on it here:

PhilC's site also have tutorials on general rigging and joint parameters.
There are also a couple of fairly basic tutorials at 3D Menagerie http://www.3dmenagerie.com/ look for tutorial in the Goodies section. One tutorial gose over the basics of Joint Parameters such as the Inner and Outer MatSpheres, which DarkEdge and markschum refer to. There is also another tutorial "Painlessly Easy Conforming Clothes" which outlines the Donor CR2 method for making conforming clothes. For Victoria 4 there is a "V4 Dev Foundation" figure that can be used as a starting point for making clothing figures.
BTW if you have Wardrobe Wizard it can be used to make conforming figures and will even add body handles for dresses and skirts.
