In the terrain editor under "Apply 2D Brushing", there is an option "Invert". Select this and you can dig to your heart's content.

If you're looking for more digging / raising control, for instance, if you don't want to dig (or raise) deeper (higher) than a certain depth (height), than you can use the button "Altitude" in the '2D' brush mode area.
Next to this button there is another small symbol called 'eye dropper'.
By selecting the eye dropper, you will see a partially transparent layer appearing in your terrain.

Now if you click at a certain height in your terrain, you will set a new fixed height, at which your digging (if this layer will be below you digging) or terrain raising (if this layer will be higher than your raising surface) will be stopped, if needed ...
( Or you can directly input a value in the data field next to the eye dropper symbol, to position this invisible digging or raising limit ).
