I've just uploaded 3 packs to the Freestuff server and they are currently waiting approval. In addition to the models mentioned above, I've also built an Imperial and given it 4 colour schemes. Granted, only one - the cream/gold - is canon but I thought you'd all like a bit of choice. Here's a preview of the guy in question.

I spoke to Nick Briggs (the man who does the Dalek voices) who uses a Moogerfrooger to get the requisite sound. They aren't in production any more but a custom guitar FX builder may have a clone, or you may be able to get a used one on FleaBay.
Failing that, you can get individual stomp boxes or a multi FX unit. In addition to Ring Mod, you also need to overload the input stage, so you should use a distortion circuit or overdrive. A little compression doesn't hurt, either.
The single most important thing is to get your voice tone and phrasing correct, though. All the FX in the world won't get you sounding like a Dalek if you speak in a regular voice. Do half the work before the FX stage and you will get a convincing voice.
BTW, Mr Briggs is a really nice guy; he posed for some photos with Claire and little Samuel, and autographed a poster for us. :)

This current batch features 25 - yes 25! - non-canon models and one canon build. The non-canon models are split into sets of 4, with an extra one for good measure. The canon model is based on the red Supreme from Journey's End.
I'll be uploading them in the next few days, all being well. In the meantime, feast your eyes on the attached renders.
