You already have Wardrobe Wizard in Poser 9, you just need the V4 support files.
And I am totally surprised that you spent hours trying to conform the outfits. The simplest approach, regarding to your particular bodysuits, would be to make the body parts under the outfits invisible, and morph the outfits to the desired shapes.
Now if the V4 body morphs were custom, you would need to introduce those new morphs into the bodysuits by using either Morphing Clothes or Wardrobe Wizard.
If pokethroughs are still an issue, then your only recourse would be to render twice, first render of your entire scene with the offending problems, then second render the spot areas with the V4 skin made invisible. Combine the two images in postwork using a layering 2D program like Photoshop, GIMP, or PSP.
Wardrobe Wizard is at Scripts > Wardrobe Wizard
Select that and when prompted open the Python window to see the Wardrobe Wizard menu buttons. Window > Python Scripts
Click the "Convert" button then click each "?" button within the option fields for a quick explanation of what each bit does.

To add morphs to your clothing, analyse the morphs then convert from V4, to V4 with the option to include morphs selected. This video tutorial will help on that. http://www.philc.net/WW2_FBM.php

Just to add to your possible solutions, Poser also has a morphing tool that can help with this. If you select the hand with the pointy finger in the Pose Room, then select the Create tab when the morphing tool window comes up, you can quickly create your own custom FBMs. This is useful for small problems, but for larger ones, WW is probably easier.
That all said, I usually use dynamic clothes and don't have much of a problem with fits. I find them much better for skin tight clothes, actually, because I can create real tautness.

I have been spending HOURS trying to get these outfits to fit my characters with very little luck, can someone tell me what I am doing wrong? Anyone can point me to something I can upload to help me conform and morph clothes better?

Oh...FYI - I am using Poser 9 and these are Victoria 4.2 bodies...thanks.
