The cr2 figure is sometimes used for hair when it has long parts like ponytails that can bend in a "jointed" way; or when it has a part that hangs down along the neck and back. Those parts might be set up so they conform to the human figure just like clothing. These movements could also be controlled by morphs, but they're a lot easier to deal with as conformers.
But the cr2 is useless when you want to use the hair on the wrong figure. If the CR2 was rigged to conform to Dawn, the hair won't work on any other figure.
The HR2 form (basically a smartprop) will work on any figure with some adjustment of scale and translation, but it won't follow the figure's bends.
If the hair doesn't go down the neck, then the HR2 is all you really need.

However... Later versions of Poser, from 8 onwards, allow you to mix up your library content. So an HR2 hair can now be conforming. The way to tell, in the absence of any other clues, is to load it and see if it has body parts you can select, or if it's all one piece.
That said, if the same hair is made available in both forms, it's probably so you can scale and translate the prop version to fit other figures, as Ockham suggests. Kozaburo often made his hair in both versions, among others.

you can parent a cr2 hair with menu, parent to figure. it won't conform but you could manually tweak to fit another figure.

I have some hair props which appear 2 times in my runtime.
in the character folder as .cr2 file
in the hair folder as .hr2 file
Now, why is that so and which one is the better one to use? And can I delete the other one or are both needed for some reason?
I like to have a clean and readable runtime without unnecessary items. That is why I ask.
