If you are searching for a completely rigged model with SCUBA gear already attached, you may not have too much luck. Michael 4 and Victoria 4 have separate complete diving gear over @ DAZ3D. I believe there are a few other props available, but it has been some years since I seen those.

as jonnybode says, plus try the link above. This site has loads of diving stuff. As with any poser prop or figure you'll have to attach it to your figure. General the way to do it is load your base figure first, say V4 and Pose it. Then - in the same scene- load the clothing you want as a seperate figure, select it, and click confirm to. In the list select your base figure, which is usually figure 1. OK it. You might need to adjust the clothing a little with the dials in the areas where stuff poke-through or postwork it out. After that loads your props - usually things that don't have moving bits - and use the dials to move each one into position. It's a little fiddly - and takes time - but with practice you'll get used to it.Pinky - you left the lens cap of your mind on again.

or what ever your using :)

Guessing it's a prop here :) If so you need to parent the prop to the right body part. Select the prop and double click on it. Select Properties. Click the button that says "set parent" select the body part you want to "glue" the prop to. Say for example the fin is the lower left arm, you'd select Left Foream. OK it a couple of times. Now when you move the figure (without touching the prop) the prop will move along with the figure. Another way is select the prop, and without clicking on anything else in the scene window, in the "Object" menu select Properties. If the fin is a figure you'll need to conform it.
