If you have PP2012 or PP2014, you can Weightmap the skirt (in twist, side-side- and bend). => You have to all 3.
That would solve al your problems.
Oh, and for an issue like this? Show the wireframe, but we see what's happening.

You can't create weight maps in Poser 9, but if your figure is weight mapped, it will transfer over if you use their rig as a donor.
The zones will still have to be adjusted. What is happening here is that the skirt now has the hip and thigh bones, so it is behaving like it does.
PhilC's suggestion should fix it.
