"What 3D Program Should I buy?" Not one person here can really tell you what's best for you, as everyone has their own taste in workflow. Try the demo or learning edition of the program you're interested in, this is the only way to find out which programs you like.
No need to model it. In Lightwave, you can simply use Hypervoxels to create anything from explosions to water. With the use of Lightwave's Particle FX, you can make a perfect stream of water, and have it splash as it hits the ground or have it flow (like you are asking about); then just apply Hypervoxels. It's quite simple in Lightwave. Since you don't have Lightwave, I'm not sure if you'd really want to model it. It'll be very time consuming, but I guess it could be done. What program/s are you using?
