One thing to keep in mind is give yourself enough room at frame one to get everything in place ... and at ending frame everything in perfect final pose. the other thing for this particular image. Add the wind effect. (add dynamic hair to the wind ... makes a great added effect).

Start with a skirt that is full so you have plenty of room for it to move. I started with Vicky above the horse and slightly behind it. I put her on the horse at frame 20 and let the sim run until frame 60. It didn't move much after frame 30. Here is the setup
and here is the result
Here's the wind. I obviously had it set too strong. My apmlitude (what sets the strength) was 20. Also make sure your horse isn't blocking the wind. Mine is off to the side.
Another option you could try is having your figure in the location you want her in at frame 1 in the T pose and just have her move her arms and legs etc. into position for the final pose and start the horse lower than you need and raise it upto match. Sometimes moving the figure less helps draping go smoother.

If she had a side saddle that would work, but bareback she would be too unstable to stay on the horse.
With all due respect, Boni, and not trying to be argumentative, but since real world physics doesn't apply here, no reason to not position the rider on the horse riding side saddle.
In fact, we should all remember that even if the Cloth room only partially works, but you have a bit of poke thru, you do have the option of "fixing" problems sometimes by making body parts invisible, or painting it out in post. This is Poser, dammit! It's supposed to be fun!!!
Of course you are right, Clark ... but I do tend to view the believability factor too much ... I forget for Poser there is the Gene Rodenberry approach to art, where one must have a "willing suspension of disbelief" it is all good and all fun. Your point is well made.

I was using allmost the same setup. I moved the woman above and slightly behind the horse, then I posed the woman and pulled her down ontop of the horse and well the result was bad hahahaha, sight ;)
I think its her pose that making the trouble.

After the discussion of saddles we see she's riding bareback! Before you run the sim, parent the skirt to to the model's hip, then in the cloth room hit the edit Constrained group button and using the marquee tool select the top row or two of vertices to that group. Then follow RedPhantom's previous instructions Should help to stop the skirt disappearing.
Oh well in that picture she dont have any dress at all, just wanted to show her pose :P
I tried using Rdna Starlite dynamic dress for v3 - but it didnt lay out over the back of the horse and also gave me a bump by the woman belly + Poser crashed every time I tried to make a windforce. Anyway I will do some testing this evening to se if I get anyluck :)
It might help to add the pose in stages, first get the skirt on the model in sitting position then another 20 frames to bending forward. Another trick is to use the group editor to spawn prop at a frame where you are happy with the simulation, then run a new sim with the new prop from that frame/pose as the starting point

Since you are not making an animation, you can use gravity to help you :)
Once you have the final pose you are after in the last frame. Go to frame 1 and rotate the horse and rider around 90 degree clockwise (maybe less) and do the same in the final frame. Since the cloth will always fall downwards you will get the effect of the rider riding fast forward. Then once its done calculating you add one frame in the end and rotate the horse and rider back to normal position, just make sure that the cloth is parented to the rider. I would be surprised if you wouldn't get some good results doing that. :) And if you need more speed, maybe move the horse and rider slightly upwards in the final frame.
Here's what I was able to get real quick with the starlight dress. I set the Antidrape and skitbell morphs to one before starting to make the dress fuller

Well I have an ideal for an image I want to make: A female character is riding on a running horse. The female wears a long dress that flows in the wind and over her legs and the back of the horse..like this:
