Have you tried going to the Director's View? I think you've dropped the camera below ground level and it's locked up. You may have to start over.
If you can send me the .BR7 file I'll take a look at it for you.

The options in your screen shot are for the nano preview window. Camera views are on the top drop down arrow in the camera tool area. The second drop down arrow will give you an option to modify the current camera attributes. If you loaded an object from the Bryce Create library it's attribute may be lock , which will not let you do any translation to it. You can unlock the object, on it's attribute menu.

The view has gray ground but not default scene when bryce7 started. The camera cannot be adjusted,scale. Sometimes object cannot be transform after added. Thanks.
