There is, but it's not easy in Poser 5. (Later versions of Poser came with Wardrobe Wizard, and the current version has the Fitting Room, which makes it easier.) Look for some tutorials on how to make conforming clothing. Just scaling it won't work, as you have discovered.
There are add-ons that make it easier to convert clothing. You might try contacting PhilC and see if he'll sell you a copy of Wardrobe Wizard. (His web site is PhilC.net.)
There's also CrossDresser, at evilinnocence.com. It's a standalone program, so it shouldn't matter what version of Poser you have. I think the program is free and so are some conversions, so you can test it out and see if you like it. You have to buy a license for each figure you want to convert for.
The CrossDresser program is free but many of the current model licenses need to be purchased separately. Some older models can be downloaded for free though. Wardrobe Wizard came as a standard add-in with Poser until recently, I don't know if it is currently available as a standalone. However, you do need to purchase licenses for different models.
As randym77 posted, simply resizing the outfit does not make it conforming nor will it retain its form if parented to the figure. Conforming clothing needs to be rigged and this is usually from a donor that the clothing is made for. Your only option with Poser 5 is the Cloth Room, but the type of clothing you require is dynamic in nature and typically a prop without rigging.

I've spent an AGE re-sizing and editing clothing to fit a figure. If I alter the pose, the clothing doesn't follow or conform.
I tried parenting the clothing - no luck. If I choose 'conform' - the clothing shapes go completely wrong.
Is there ANY way I can get the 'new' clothing to follow the pose? Is there a way I can save the edited clothing so I can use it to conform?
BTW - I'm an ancient user still with P5...
