File TIMES? Times? ... seriously what? I've been with Poser for over 25 years and this is a new one. It seems like the windows file system might have issues.
Try this...
Move that "Older Runtimes" folder someplace outside the "Users" folder. Windows does special permission stuff for the desktop. A security descriptor for that folder might be messed up.
Move the entire contents of the runtimes someplace like C:\Poser Files\ Then in Poser remove the old linked runtime and link to the new location.
If that works be suspicious of the hard drive. A scan with ChkDsk /f is recommended at least.
And make sure you have everything backed up.

All Poser installers are full installations. You don't need anything from the previous version but the serial number. Well that and of course all your collected content.

Just for future reference the DSON interfaced with Poser through Python but the actual work is done by a DLL. The real work was all done in that black box. To recreate DSON would require a reverse engineering of that DLL and probably 1/2 of DAZ. I'm sure their lawyers would love that.

That system would run Poser. The lack of a GPU will mean any test renders will have to be done CPU which is mu slower. Then again Poser 11 doesn't even know what an RTX graphics card it so it's probably not a huge loss any way. When you update to P13 that difference will become much more evident. Optix based GPU gender are like 40x faster than a CPU.

Open Poser Preferences.
Select the Interface tab.(Interface, not the Document tab.)
Put the dot on "Launch to factory state".

The visemes can be mapped to any morph in the "head" of the figure. If you're doing a cartoon for example you might only have 5 or 5 visemes morphs.
The emotion poses can be mapped to any face (FC2/FCZ) in any linked runtime. For sanity's sake those are usually in ...Runtime\LipSync folder but that's not a requirement. The FC2 files can be mapped to any face pose.
Probably the strangest thing about the viseme files is that the use of internal or display names of the morphs is ... kinda random?
Like the blink morph uses the internal name:

But the eye side to side uses the display name of the dial ...

You will be doing a bit of trial and error figuring that out. If some parameter doesn't seem to respond to talk designer try using the other naming for the dial.

Lets start with the obvious and work towards the crazy ...
First make sure Show Hidden and Calculation Order are checked in the Parameters options ...
If that doesn't make them show up try opening the joint editor and toggling Animated centers off and on That's the little key next to the center points.
The crazy stuff is going to require editing the CR2 in a text editor or some other stupidity. Let's hole that's not necessary.

The jacket seems to be modeled with 2-sided polygons. The other solution would be to remove the inside polygons in the actual model.

The start and end distance controls only work for FireFly Renders. SuperFly (Cycles) represents light in a more realistic way. The setting you probably want is the Light attenuation property on the light's properties page. This will make the light intensity drop off in a realistic way.

The dynamic hair growth groups just use the existing polygons on the skull cap. Depending on what figure you're working on, there may be a higher polygon skull cap available for that figure.

19 Versions installed side by side. And that's just the Bondware versions. You can also run different major versions at the same time. So you can have P11, P12 and P13 all running at the same time.

HTML error 206 means "Partial Content" That translates to "something interrupted the download". There are a few possibilities here. Most likely is a system security software or firewall that's interrupting the download. The anti-virus is so eager to scan the file that it tries to scan it before it finishes downloading. Second something limiting the size of downloads. Some VPN software does this. Third the hard drive is actually full. There's over 25 BG of included content. Make sure there's plenty of room on the drive where you chose to install your content.
There may be partial downloaded files in your downloads folder. It's best to clean those out before trying again. That will be Downloads\Poser Downloads\Included. (Paste this into File Explorer: %userprofile%\Downloads\Poser Downloads\Included\ )
Make sure there are no partial downloads left in there. They're safe to delete. Then make sure your security software is not being over excited. Then try download loading again.
If all else fails the zip files are available for manual download here: https://www.posersoftware.com/downloads/content/13 You can download the zips and then use Poser's built in zip extracting command. On the top menu click File > Install From ZIP.... Then choose one of the downloaded zip files and which runtime you want the content to go in.
