You mean the light would move while the object ALSO moves? :) Wel normally You'd make a spotlight, place in front of that your cut out object (simple boolean or even a picture object with alpha channel transparency). Then beyond that the object to be lighted up. If you also want the light to move simply pan the light in a single plane (horizontal or vertical), to give angled lighting.
