Update. We are not likely to see anything done with this issue.
After posting the issue at the Poser Support Site, they sicced their front man from forever on it.

Hello
Let me know if this is only an issue with a Floating Library. Avatar Michael McCollum posted 3/18/21 11:22 PM
What do you mean "FLOATING LIBRARY"? That don't matter, it's the LIBRARY PANEL that comes as part of Poser 12.
It is NOT docked to the main program if that is what you mean, John Csaky. If you want to know if it happens while it is docked, then you try it and see. I don't have room for that.]]
They also do NOT email me with notice there is an update on the ticket. I just wondered if they even accepted the ticket, went back and checked. That Csaky is on it tells me a story unto itself. Nothing is going to be done.

;ok I did that, and have no indication the image files were even accepted. Poor grade site. I also realized the horizontal bar separator position is also not kept. Reported that in the issue too.

Unfortunately, this is a good reason to not buy Poser any more. How sad.

Well. Kinda eliminates us using the free content that comes with Poser. I am super picky about what goes into my Runtimes. Therefore, unless Rendo breaks that Free! content down into individual items, I don't even download it any more. Of course, THEY do install a bit of mashup crap when you install Poser. :(

Now that Poser is in new hands, how/where DO we report issues?

Ah RIGHT! Yes, to straighten the issue out; The main Library window does remember its size and position, even goes to the correct monitor. I am using Win 10 Pro 64. Here is a screen cap looking remarkably similar to yours. The vertical bar should stay where we put it. It isn't. Grrr. I didn't see anything in that XML file about the Library panel. And from what you said, that doesn't cover the vertical bar. And, that's what the annoyance is. So thanks for straightening me out there. :)

It is the first key element in his process. As that user states, one must EXPORT the Figure first for POSER to IMPORT the Figure. Without the means to EXPORT that Figure, this is an exercise in futility. THAT is what it has to do with it. It is nice to know that the method works. But if one is so adept with DS then why bother with Poser? That seems the question posed by Users of DS and Poser in the old Usenet Newsgroup. Poser needs to be able to read and use the DUF format.

Then there are people that do not install DS CMS/DIM (which means DS won't work). WHEN are we going to be able to simply read and use the DUF format in Poser?

Poser 12 Library does not return to width settings last used. Granted it's irritating, an annoyance, to have to stretch out to 5 wide instead of 1 wide. Every. Launch. Of. Poser 12.

Another one pops up, while in use. In The Library, we need to be able to expand/shrink the width of the Runtimes roll down List box. Also, can you add drag n drop to the Runtimes NAMES in that list?

I have a question, can we get a tab in the Materials Room for the old "Simple View"? It has things in it that make it a lot easier than digging a hole through our monitors looking for the items. The NEW tab is sorta cool, but its usefulness is debatable as you got no idea what the texture already IS while in it. There are no longer the images to show us what is there we want to do something about. We need to SEE these things!

I'm going to jump in here with another issue- one I've been going over with Support for the last few days. Is anyone else aware of the fact that the ONLY way to access the content files is to allow the PROGRAM to install the content where IT wants? You can't download and install directly from the zip files like before. If you're like me and have an existing runtime set up the way you want it, Tough. You have to let the program install it's own runtime and THEN move everything to the runtime you want to to use. WASTE OF TIME AND EFFORT. Support says quote:
"The included Items are only available through the application. This is a designed limitation for the included content. You will need to use the option of install one, then move the files if you do not want to have the content in the Included Library.
You can opt to install all the items you would move to a specific Library then move those files all at one time, before proceeding to the next group of items.
I have put in a Feature Request to allow for additional options for the Library Installation from within the Poser Library, specifically for the included content."
That doesn't sound like the option I want.
Welcome to the club! That is reprehensible of them, to do that without Vaseline or even a crooked sadistic grin. It's bad enough when they crammed a wad of stuff into each zip, then loaded us up with a dozen and more zips. But that gave us a few more options at least. This gives us exactly TWO: Their way or SCREW it.

DING DING DING DING !!!! And GHOSTSHIP wins the imaginary Cupie Doll! Evidently, from startup to startup and New Scene just make sure to UNcheck that box in the SuperFly settings tab, then you can go to FireFly and render without the POST FX being applied. THANK YOU SO MUCH!
