It looks like you did a massive job by reading through the endless blog at my site, otherwise you couldn't be so well-informed :)
You're right, SASHA-16 (2019 Edition) is about to be released within a matter of a week or two. Still a few last-minute improvements to do, but generally she's ready for launch.
The M4 equivalent is already in development; many of SASHA's extra functions already are ported to M-18. My goal is that you can operate both "SASHA-16" and "MISHA-18" (that will be his official name) using the same dial setup so that switching between S-16 and M-18 will not urge you to adapt to a different figure. All features will work the same in both figures!
PLEASE NOTE:
Unlike the first SASHA-16, the (2019 Edition) will NOT be published at ShareCG, for reasons!
Instead it will be published / advertized here at RENDEROSITY in the "Freebies" section, AND simultaneously at SASHA's own forum
so that everybody has a choice of different download sources.

I'm afraid that you'll have to do a lot of detective work.
To start with, turn on "show hidden parameters" in the parameters pallette!
Now examine the "Injection Channels" and look for any dials set to 1.000. The names of those channels might give you a first hint of the character name. (Remember to look in both BODY -and- HEAD!!)
If you didn't only load the character, but also applied it's textures, you're better off:
Go to the Material Room (advanced), look for the torso texture, and in the texture node, click on "Image_Source" name (first line from above, right side).
In the dialogue which pops up click "Browse". A file chooser will pop up which will land you right in the character's texture folder. By clicking your way up through the folder hierarchy you will eventually see the character's name, and it's creator.
If all this fails: There's still a "last resort", but it's quite "brute force":
Unfortunately Poser tends to mess up in areas where vertices are dense (e.g. in the eyelids), so make sure to check these areas in "hidden line" view for any kinks!
Sorry, but that's all I can offer. Maybe someone else has a better idea?

It looks like a promo image to me. Have you tried a Google "reverse picture search" yet? Possibly a promo for the character. If you're lucky he mentions the source for the dress in the credits, or you can contact the vendor.

With the different colours for left/right irises "baked" in, instead of implementing a whole new UV/shader layout?

Open the iris map in your image editor of choice and createA NEW IRIS DIFFUSE MAP, with the different irises left/right.
Apply that to the eyes and you're set.

Sasha-16 is a wonderful figure and this information is really useful. Too sad that most people won't look for it in a "La Femme" thread.
You're right, but this issue started with "weird" looking fingers after applying V3 hand poses to LaFemme, so I thought it might be useful ;o)

Yeah, what's up with the fingers? Why do some of these canned poses, when applied, turn La Femme and V4 hands into bizarre things with mis-aligned knuckles? And how do you fix a hand like that?
If you get misaligned knuckles that look like the fingers are broken then it's often a faulty pose injection which comprises not only the rotation data (as it should be) but also translations (which have business to do there!).
Best thing you can do is to either discard those poses completely or try to repair them by manually eliminating all the translation data.
As a "stop-gap" fix, look in "Karina's Toolbox" which comes with SASHA-16:
The Script "315 Fix Actor Offsets" does exactly that for the currently loaded figure (though it doesn't fix the .hd2 file; it's all in-scene only)

I've also made countless attempts to "rig " tank tracks, without success. All that I found during my searches was basically the same : Mission Impossible!
SO NO, they aren't spinning for animations.
The only alternative I ever saw was a kind of "blurred" morph for the tracks to simulate movement (kind of the aircraft "propeller spin" you see in many aircraft props).
Thus this BMP isn't suited for animation. For stills you could at least add a magnet to each track and wheels assembly to simulate movement up/down when moving over rough terrain (Left/ right tracks and wheels are separate props).
I think if you ever find a way to animate track movement on tanks you'll be the hero of the day...
