Well, the site is readable for me. It seems to be people's calibration (mainly gamma setting, I guess) that is the issue.

You implied that you wanted a tutorial. Plus, asking for techniques is pretty much the same thing.
Sorry you don't like real advice. I know I'd just grab reference from Google or a similar site and paint the drool.
P.S. my original comment was more directed at Thelby, who was telling you to buy brushes, when you could easily paint the drool yourself with standard ones.

Digitaltutors.com and VTC.com have some free (video) tutorials, if that's more to your liking.

Drag the photo to the wireframe image; then mask out the areas you don't want with a shoft edge brush. After that, use the Liquify filter to push and pull things into the proper place. Many other ways to do it also.
