What does it mean "look like" - is it: - overall flame geometry (shapeform - circle, swirl, triangle, etc) or solidness (dust-like , solid, etc) - texture style (wool, sponge, stone, organic, etc) or - colour palettegradient or- anything else. Since we can make ANY flame from any other one (except for colour, but we can change the gradient according to the ATF Rules) - tweak means changing ANY the parameters (even scripts are automatisation of manual tweak - one can use script or achieve the same results by tweaking, - more time consuming, but the result will be the same), the 'likeness' becomes the most essential criterium. It could be any of those. Meaning, you should be able to look at the flame, and say something like: "yeah, I can see how they ended up with that from the starter flame". Basically, that rule was placed as the 'challenging' part. And also, to make sure that everyone was in fact using the provided flames. Each Tweak Fest has provided some differences in rules.
