It depends on your personal preference.
Since most different 3d programs have significantly different interfaces and levels of complexity, the best recommendation would be to try several different programs and stick with one you like.
Wings3d is free, and fairly easy to work with, although it lacks a lot of the power more expensive progams have. It can, however, serve as a starting point.
Shade 7 or 8 has a great deal of Poser compatibility, but isn't the easiest program to master.
Hexagon looks nice, and seems (from what little I've fiddled with in it) to have a fairly intuitive interface, and some of the tutorials available at PoserPros make clothing creation seem quite easy.
Of course, there are numerous other programs out there that can do modeling, like Rino and 3DS Max, and many offer demo versions for a person to try and decide if they like.

If you're joking that's just cruel, but if you're being sarcastic, that's even worse.
I first started with Wings, found that's what Iliked and was easy for me. Then I jumped into Shade, a bigger learning curve but worked well for me. The 2 apps together worked great. I now have Hex2. It's like Wings on steroids. I use all 3 apps for one thing or another. each has it's own strengths.
Here are some clothes I made using Wings and Shade. All started in Shade and finished in Wings. Then run through UVMapper Pro.

What is the best software that you would recommend for creating clothing? I know how to use UV Mapper Pro for creating an.obj, but not for anything else. Any ideas will be helpful. Thanks in advance.
