How is it that clothing is in the props library in Poser 6?

It was decided that, since clothing is an 'item' rather than a 'character', it made more sense to group it all in one place. Whist conforming pieces are figures in their own right, with their own rigging, it made more sense to put it all into one folder, so it was easier for people to find.

Makes sense. So can I save a figure to the props library in Poser6? If so how?

No, you can't save a figure to the props library. The only way is to change the file extension afterwards and move it to the props library. It's one of the more stupid moves that was done with P6 if you ask me, before you knew that a dress in props is a dynamic clothing item...
