It should work correctly. I've never had trouble opening PC zips on my macs. Macs can definitely open zip files, and I don't think you need a converter.
I'm not sure how big your PDF is, but you could always try sending it as an email attachment instead of zipping it...
Is she able to actually download the zip file? Is it just once she gets it onto her desktop that she can't open it to get the file?
Although 9MB is not huge, some internet service providers (Like Earthlink, AOL, etc...) block e-mail attachments larger than 5MB. Generally you would receive a "bounce back" message if this were the case- something that indicates a failure to send.
It might actually be an issue with the MIME type encoding from the PC to the Mac- and it simply doesnt show up because it is dealt with as extraneous garbage. This is the method for encoding the attachment, its not terribly important to understand- just technical information about how attachments are handled.
First: What E-Mail program are you using on the PC? What version? For example- Outlook 2003, Outlook XP, Outlook 2000, Outlook Express, Other?
What version of OS on the Mac side? Is it at least 10.x? What e-mail client are they using?
It is most likely AOL stripping the attachment due to size then- by any chance are you using the web-based client? At any rate, Winzip or ZIP can be decoded by Mac OSX natively- so as long as they get the file, all should be well. If its a pre OSX version like OS 9, they will need to get stuffit expander- which I believe requires a purchase now (for OS 9).

I need to send a pdf file to a client and she says she does not get the file, how does one send a zip file from windows to mac? Can macs open zip files? Do I need to convert something?
sorry its off topic but I did not know who else to ask.
