Maybe your brush settings are too sensitive. In the right side of the upper tool bar you can click on a presets symbool. In the brush size/pressure settings, you can define a minimum and maximum size. When you set a minimum, not every change in pressure leads to a thinner line. And I think for clear lines like the shoulders and arme large movements are best, not short lines. But with the pressure thing that might work better.

I am trying to do detailed illustrations in photoshop. By when I try to do outlines and follow contures ... I get jaggies all over the place. Now I've been drawing for almost 50 years now. I do know how to draw. any tips. Here is what I have so far ... I need to clean it up a bit. As you can see on the arms and shoulders the lines are unacceptable. Any trick for this?
