Your history is a bit behind. We do now have P7P (in two versions).
This is described as Poser Pro not to be confused with Poser Propack.
So keep in mind the general notation is:
P4 for Poser 4
PP for Poser Propack
P5 for Poser 5
P6 for Poser 6
P7 for Poser 7
P7P for Proser (7) Pro
Additionally we also often use DS for DAZ Studio, C6 for Carrara 6, and V6 for Vue 6.
And don't forget EF for the previous owner of Poser and SM for the current one.

In P4 conforming clothing was first introduced so a lot of clothing was produced at the time.
In PP some features of P5 were introduced, one of the less mentioned changes was to change of RSR files in PNG file and the use of different bump maps. This made files produced for this version (and all later versions) no longer compatible with P4.
Anything made for P4 can be used in P4 and all later versions.
Anything made for PP can be used in PP and all later versions (but NOT in P4).
Starting from P5 dynamic clothing was introduced in a lot less conforming clothing was produced. Those still making conforming clothing generally make sure it will work in P4 or PP. Producing things for P4 can currently be a bit of a challenge but compatibility with PP isn't a big problem.
Of course a lot of clothing is now made for the DAZ figures and clothing for the build in figures of Poser (all versions) is mostly ignored. Several clothing converters are now available to port any kind of clothing from almost any figure to almost any other figure and also convert it from conforming clothing to dynamic clothing for generally improved appearance. Also some programs or plug-ins exist to produce new clothing from scratch.
In addition to all this there are now tutorials on how to make clothes with virtually every modeling program.
Nowadays making clothing is a lot less difficult then it was in days of P4. The overall quality has improved and you can now use whatever you like by converting and carefully draping it.
I would say most clothing is available for Victoria 3 with Victoria 4 catching up.

Actually, you can use anything made for PP in P4, you just won't see the thumbnails in your libraries without using an PNG to RSR converter. As far as I know, PP through P7 will convert RSR's made for P4 to PNG's automatically.
