Im new to this site and dont know if im posting this in the right place...

I want to know if anyone has any ideas on how to create Latex or Vinyl textures in Photoshop?

Why not just do a google image search for vinyl, set it to large images. You should get lots of sample images from manufacturers and retailers. That's what I do when I'm looking for cloth and such.

 good suggestion bone,

the best way to replicate ANY texture or effect is to gather a lot of samples and examples.

study the way light interacts with the material and you'll have a good head-start on how to replicate it.

Thanks for the advice, I will look for samples:)

Gary, Im just trying to create a pair of latex/vinyl boots.  Nothing fancy, just having a hard time with the lighting and shading.

That latex look is done with shading and highlights.  You might have to use your paintbrush and create some highlights, or better yet, use your pen tool and make some selections and fill them in.  The work will simply be done manually.  You might want to try painting with just black the shape of the boot and use some of the web style styles on them.  They might get you want you want.
