Dunno what to tell you, when I load any prop and position it over any figure's body part (just tested with V4 e.g.) and then set the object's parent to be the figure's body part, it follows the bone exactly.
You might try this.
Unparent the object ... (that is, parent it to the Universe)
Then ...
Save your object in the Props Library
Delete the object in the studio
Now ...
Reload the prop from the Library ..
Position it where you want it and parent it.
Save it back to the Library as a "Smart Prop"
Maybe ??? :blink:
Just a thought ... or two ... .

Another thing to check: is the Origin of your armlet properly placed?
Load it by itself, hit Alt-W-J to bring up the Joint Editor, and look at the
green cross. If the green cross is way out of line, pull it into the middle
of the armlet and resave as unparented prop.
Then bring the human back into the scene and try parenting again.

When you first load the prop, it must be at 0/0/0 coordinates for parenting to work as you'd expect. If it isn't loading in between the character's feet then you're pretty much wasting your time trying to parent it to any body part.

If you do this, be sure to reset the object axis - unless you're going to actually rig it rather than parent it.
Much better to rig it, although you might try Geep's suggestion of checking Inherit Bends of Parent.

The difference, amongst many, is that smart parented props won't deform. So what you are smart parenting looks like it does in your modeling app. Conforming clothing will bend and move your object around.

With "inherit bends" a smartprop WILL deform just as if it was rigged. Just a LOT easier to make :)

Import the Object file for the Armlet.
Transition and size to where you want it to be and what you want it to fit.
Now parent it to the Figure you want
Now Save as a prop.
