Subject: modeling hair in blender

does anyone have any tips how to model hair like this ?

i was thinking in making first a simple plane object and make an UV. then i would duplicate it around. but how to move it around to make it this shape?

Your idea for using simple planes is correct.

If you join the planes into a single object after distributing them on the model you can manipulate the whole using proportional editing ON while moving and rotating. 

The middle mouse wheel controls the size of the influence zone and different fall-off responses are available for the proportional editing tool.
