Subject: how do you save a single frame of an animation as a new poser file

I have 280 frames and one has perfect everything. The rest not so much. i would like a new sceene with only frame 63. it's not under export or save as, any ideas?

Go to 63. 
On the main menu hit Edit: Memorize All.
Go back to frame 1.
Hit Edit: Restore All.
Cut the timeline down to 1 frame.
Save the result.

The simplest is to create a keyframe at the desired frame, delete all other keyframes, then drag the single remaining keyframe to frame 1 and finally trim the animation length before saving.

The above assumes you're not using dynamic cloth (requires exporting cloth objects or morph targets for them at the desired frame) or hair (no way to isolate a single frame).
Time sensitive materials (e.g. movie textures) will also require special treatment
