This is a sample of what poser can do in terms of anime or cartoon looking images. It can do single images and animations, but just know that animations will take a while to learn and to do. IMO it can do some things with coloration, but if you want outlines on your art, that is one of poser's weaknesses.
You can make things look very flat by using a lot of diffuse lights, but I'm not sure if that'll produce the look you want. So in short, it might be possible
Is there a specific look you want to create or to copy? If there is, maybe you can show us so we can get a better idea if you can or not.

There are Photoshop plugins you can use to give your work a toon look. In fact, I've bought some from here and they're very good.

These are poser figures but I used the toon renderer of Cinema4D from Maxon

whatever "toon" rendering solution you choose make sure you get a decent Comic layout program that creates easy word ballons etc for you.

You can definitely use Poser, but it would be better to use some type of paint program in conjunction with it.

There are also free toon shaders that you can find on the internet.
anime is a japanese style of animation which, for reasons of cost and speed, uses thin linework of uniform thickness and mono- or duo-shaded colour zones for the moving characters, and rendered stills for backgrounds. the linework and shading can be achieved in poser with toon shading (no lines) for colour zones and fall-off shader for linework. in contrast, manga style is for b/w comic book pages and it involves dramatic line-width variations and other tricks that may require artistic skill and the ability to draw, or possibly one of the toon applications linked above (if any). the manga covers are a third, more dramatic, smooth-shaded colour style that can be approximated with poser. hence it's necessary to post an example of what one wants to duplicate in poser.

I use Poser 6 on Windows and was wondering if it can be used to make anime? I'm looking to make comic book type of art. It's not 3D so I was wondering if Poser is the wrong tool. Maybe another app would be better?
