I've once managed to make pretty believable water with dynamic hair - pouring out of a shower and with a "water-y" material applied. There's an example of it here: http://www.renderosity.com/mod/bcs/index.php?ViewImage=46806
Of course if you want to put someone under the water spray it might not work.. and then again.. with the proper hair groups and various lengths...
