I have been looking at the Freebie sections and a number of items have this description.

What is being referred to here, what is it, and what/how is this kind of item used?

Those are used in a couple programs like PaintShop Pro or Painter (at least Painter used to do them). Photoshop doesn't use them in the same way that those do. It's basically a way to spraypaint images like butterflies, flowers, etc....lol.
