That order is correct, pretty much the workflow I follow. Whenever you build up a scene, it is best to create the scene first without any characters. Lighting is important at this point, so would like to get placement, intensity and tint set up as best as possible. Rework any textures; Lores for distant objects, maybe no displacement maps but bump/normal may be necessary. Save the scene.
Open a new scene and work the character in as you described. Tweak and adjust. Delete the lights and save the scene.
Open the original scene then import your characters. Tweak and adjust again, then render.
Pretty much it.

If I may.....
Most poser renders are total trash. But you've captured something here. When I first look at your render, I don't see the 3D, the lighting, the materials (A GOOD THING). Instead I see a scene with interesting evil characters. I don't see any anamolies, just a clean professional render that brings out the content.
IMO, the best renders are the ones where you don't think "oh it's so realistic, oh look at the materials", but instead you see the characters FIRST and the 3D graphics last.
You my friend are pro, 5/5.
