I don't think so.
You can save a "parented to a camera light set" as a sub-scene. Camera is a must in that selection. [at least in 4.6] You can save as many sub-scenes as you want to from the main scene.
If you add lights via preset, all the others go "poof".
And depending upon your video card, only a limited number will "show" in a scene until it's rendered.

I have over a hundred cameras for a product and want to know if I can save a set of lights as a parented set?
(1) Load Camera preset number 006 from my camera preset library
(2) Create three lights for a light set up
(3) Parent all three lights to the Main Camera 006
(4) Save the three lights as a light preset 001 in my Lights presets Library
(5) Load Camera 049 that was saved in my camera preset library
(6) Load the three light preset # 001 and have them have the same orientation relative to the camera
as the first camera # 006
Hope this question makes sense.
I want to save creating over a hundred light presets one click at a time.
In other words load the one light preset in the current camera (001) and save it as the same number as the camera Light (001)and then load another camera and load the parented light preset and save it as the Light 002 and so on...
