You need to go to Control Panel and then your security settings then turn UAC off (which I don't really recommend for most ppl) OR reinstalling Poser and letting the libraries go to their default location (My Documents) AND making sure you allow Poser access to the network. According to the OP tho, they've probably tried all that. Also wondering if the AV might be gumming up the works somehow.
I just installed the software on my Windows 8 machine and everything went off without a hitch....but then I allow the software to install content to the Documents folder every time....I don't necessarily put my content there, I link existing libraries that I have on another drive, but I allow the software to put its own content where it wants to (I almost never install the Poser content anyway).
The OP could try installing Poser to a folder other than the Programs folder just to see if maybe that IS the problem. When I used Windows 7, I used to install some programs to an "Installs" folder that I created to get around UAC without actually turning it off ;). Some programs just weren't very nice with UAC.

Use more flexible "external library" feature: open C:Users[YOUR WINDOWS LOGIN]AppDataRoamingPoser Pro11 folder; open poser.ini file in notepad, change line "LIBRARY_EXTERNAL_CLIENT 0" to "LIBRARY_EXTERNAL_CLIENT 1", save and close the file; launch Poser, in the library tab you will see something like "Release URL = http://127.0.0.1:11530/nonVirtualAssets/ContentLibrary/release-1.9.1/ContentLibrary/ContentLibrary.html"; copy the URL, open your favorite browser, paste the URL, press [ENTER]
The fellow who said that it's been answered "a bazillion times" is the likely the programmer who wrote the Library.
The exact error message would be helpful, but if the URL contains 127.0.01:11530 it is almost certainly a firewall issue. Are you running antivirus or other security software? If so, check its settings to ensure the Poser.exe is getting access to the Internet (note that 127.0.01 is the loopback IP address of your own machine, and so is not technically on the Internet, but it is accessed in the same way)...

Back then it was an Internet Explorer 11 problem that had something to do with an update which I'm sure had been fixed back then. You might have to delete the file that contains information for the Runtimes in your library then add the Runtime folders again.
I forget where it is, but I have gone into that file before and it can be edited in a text editor. It also lets you see what location it is using. I used it recently so I didn't have to add my 20+ Runtimes again and just went into that file to have it point to where they were. I never knew I could do that.
I don't have Poser on this computer so I'd have to check later on my other computer to see where that file is located. I believe it's under one of the User folders for whatever you named your computer then likely a Poser folder. I am using Windows 10 so it might be somewhere else under Windows 7. I always liked Windows 7 better. I wish I could go back to that or 8.1.

On my windows 7 machine, no matter where or how I install it, Poser 11 libraries will not load. At least the program does start, but the library gives an error message about a url or something. I've upgraded air, I've re installed a million times, all of my software is up to date, and my firewall is off. Tons of responses to this error, most of which lead to broken links in the forum, but the fact is, there is no available fix for this that I have been able to find in this forum. Feedback has also been useless as they simply claim this answer has been given a bazillion times, then post a useless link to a ton of garbage to sift through that also leads to broken links.
SO>.... I installed it on a portable hard drive, and plugged it into my brand spanking new Windows 10 HP Laptop, and now it simply gives me a fatal error detected please contact technical support if this problem persists. Guess what? It persisted. I contacted tech support, and I am growing older whilst eagerly awaiting their response. Can anyone help? By help I mean, answer the question with a solution, rather than a link to broken links that may or may not pertain to my problem?
