Did you completely exit (not just minimize to tray) the que manager before deleting the QueState.xml? If delete the xml and then exit the que manager it just writes it again as it exits.
Also after looking at the QueState.xml, you could just manually delete the entries in a text editor. You would want to delete all the lines (including) from - Entry CommandFile= ... To /Entry
Don't forget the<> as I can't seem to add them to the post :/
For each job you want to remove.

Also if you have multiple versions installed make sure you are actually deleting the the QueState.xml for the actual version of the que manager that you are using. (poser 11, poser 10, poser 9, etc)

Hmmm... another question, may be of help or may not. Is the que manager installed on that machine only or are you using it across a network where it may possibly be getting the questate.xml from another machine? I don't have mine installed on but just 1 machine, so I don't know how it handles network, but I do know it has options to send & accept jobs to/from the network.

Windows or mac? If windows, the path I used to check mine was c:Users(AccountName)AppDataRoamingQueue Manager11 was the only place I could find it. I even checked the registry to see if it was stored there somehow (it is not, at least on my machine).
Maybe reinstall que manager? Should be version 11.1.0.34764

Only last thing I can suggest is to delete them in the que manager itself. The highlighted cancel button changes to delete if the job is finished. Or it should ask you if you want to cancel and delete a running job when clicked as cancel.

Yeah im stuck because I’m not going to waste my time manually deleting over 400 render jobs. We wouldn’t be in this pickle if they remembered to add a CANCEL ALL button.
I keep the render jobs around for a while in case I need to reference the pz3, because when you click Cancel it deletes the log entry and the pz3 with it.

So the giant brains at SM still haven't implemented any way to clear the log in QM, so what I used to do was go into my QM folder and delete the QueueState file, so it would have to remake one.
Except now it's remaking it with the exact same list as before lol; rather than starting out a fresh one. My QM has hundreds of items in the list and I'd love to clear it out. Anyone know how to do that? Apparently the usual way no longer works.
