That sounds like a very frustrating issue. I'm sorry I don't have a good answer for you, but one thing that may help temporarily is pressing the HOME button on the keyboard. This should reset the scene and reset the DPI on the mouse wheel in the particular scene. Also, if you hold down the Mac equivalent of CTRL, then press down the middle mouse scroll wheel to engage the precision zoom. The issues with the wheel could be caused by any number of settings in the user preferences, such as Navigation > Orbit & Pan > Auto Depth. Turning this on could resolve some issues with mouse wheel navigation. Also, in the properties panel (N), enabling Lock To 3D Cursor could help with viewport navigation in some circumstances.

I looked all over and I found something that related to a YouTube video dated back in 2012 the only other thing I found that sounded similar to your issue was with using the 3dconnexion mouse, Mojave and upgrading to Blender 2.8 and it seemed the person was having the same issue you are describing and the fix was uninstalling the mouse drivers and reinstalling them and that resolved their issue I do not know if this might resolve your issue since I have zero know how with Mojave I hope this helps some and I know there has to be someone else in here who works with Blender and Mac's

ctrl + wheel or Middle mouse button should zoom smoothly instead if by increment.

Thank you to all who replied: I'll have a go with your suggestions and let you know how I get on. I think you might have a point about Mojave, Lobo: it seems to have broken more than just how the mouse behaves... my WiFi drivers appear to have issues as well.

btw I now have Blender open (at home) and yeah with ctrl+MMB it zooms smoothly. But nothing with the wheel mouse.
Uh Oh! I'll have to check that out, as I don't have a middle mouse button.
OK, I just re-read Robyn's original post, and Yarp's response, and realized I wasn't reading it correctly.
IOW, if I want to zoom in to an object I'm working on in Edit mode, I use Ctrl+LMB. What I'm having a problem with is zooming in the Node Editor, because every time I open it, the default nodes are so tiny I'd need a major monitor sized magnifying glass (or 2 of them) to see it, and the only way to zoom in closer is with the mouse wheel, but I can never get it to work smoothly.
I just tried it again with Ctrl+Wheel, and it works slightly, but it takes a number of tries to get it to where I can see it comfortably, and then often it's too large. Oh well.

Getting back into Blender can indeed be a learning curve, especially with the changes in 2.80. Embracing the new features is a great mindset! For your mouse scroll issue, you might want to check the Preferences under Navigation for zoom settings. Adjusting the zoom speed or enabling "Auto Depth" might help. Also, consider using "Ctrl + Middle Mouse" for more controlled zooming. Happy blending!I'm finally getting back into Blender (2.80, this time) and finding it all a bit of a new learning curve. I must have missed it somewhere but there's bound to be a solution for mouse-scroll-wheel increments: when I scroll to zoom in, I'm suddenly way too far in. I remember when I was dual-booting Windows/Linux Mint, I would have to unplug my dongle-based mouse and plug it back in to get the increments to be more rational. However, on the Mac - OLD Macbook Pro-ca 2012, but still able to run Mojave! - that little stratagem doesn't seem to bite. I realise I'm in an extreme minority, running Blender in a Mac environment, but perhaps someone would have an idea?
