You mentioned that "...I've tried converting the FBX to OBJ+MTL..." - using what ? I never import an FBX into Poser directly - I always* import it into Blender (I've stuck with 2.79b as I don't like 2.8) , do whatever's necessary there (which would include in this case Object > Join), and export as an OBJ. Then I only have to deal with Poser's OBJ import idiosyncracies. I've never* seen the problem you mention... but see footnote. So sorry, not much help.
*full disclosure: I have to say that I've only ever touched an FBX once or twice :o)
The 3Dcheapskate* occasionally posts sensible stuff. Usually by accident.
And it usually uses Poser 11, with units set to inches. Except when it's using Poser 6 or PP2014, or when its units are set to PNU.

I have the 'classic' free Autodesk Toolkit which can explore FBX with versions no higher than v7.4 and usually export as earlier versions or OBJ+MTL. Sadly, it claims v7.5 files are corrupted and/or have insufficient parameters for export. I've had some luck loading v7.5 into Win_10's 3D_Paint then re-saving, as this may clear 'corrupted' error, but does not clear 'columnar' rig problems.
The free Open3D Model Viewer v1.1 seems to lost its developer / team. It also cannot grok FBX higher than v7.4, which is sad as its 'real-neat' rig-tree display clearly showed the 'columnar' vs 'hierarchy' issues, suggesting 'degrees of dire'....
My $$ 3DOC can export as FBX, but only in 'columnar' format, another victim of FBX module's 'open source' code.
Must be said some FBX models do behave impeccably. Older figures rigged in Blender are often okay, recent models less so. One artist is currently scratching her head over why two Anime figures she rigged using same work-flow but a month or two apart behave so very differently. The Blender and/or FBX I/O plug-in versions may have changed, as older model certainly hit the 'sweet spot' and may be posed within fair limits, the newer cannot.
One thing I've learned to look for when sourcing FBX figures from eg Render Hub or CGT: If artist's notes state 'Rigged in Maya', then is very likely to work correctly via a proper 'hierarchy'. Of course, given Maya's scary seat-cost, I must wonder if the plug-in licensed the Autodesk FBX SDK rather than rely on open-source reverse engineering...
IIRC, I've mentioned on Rendo that I'd be happy to buy a $$ Poser plug-in that correctly imports FBX but, like my suggestion for a 'network-render' forum, it found scant support...
And then there's the free 'MakeHuman' take on FBX, which seems upside down and back-to-front, plus 'columnar'. Which is a shame as MH plus Poser's 'dynamic drape' facility would seem an excellent match. Okay, Rendo/Bondware would have their 'premium' LF/LH figures and wardrobe but, if Poser can grok MH format, it would have a lower-poly cast of 'extras' to trump DS...
( Curious that DAZ seems to like FBX, but will not discuss DS' MH compatibility... ;-) )

I've just downloaded a budget 'fire extinguisher cart' in FBX format from a third-party site, but problem applies to other suppliers.
At import to PoserPro_11.3, model looks okay, albeit tipped 90º, but hierarchy window shows it has come apart into ~100++ models, one for each sub-rig.
A dozen at a time, I parented these to a 'place holder', was finally able to flip all of them upright together.
They all take the same texture map-set, Base = Diffuse, Emissive, Normal, Bump etc
Is there any short-cut to batch-applying these textures to those ~100++ objects ??
FWIW, I've tried converting the FBX to OBJ+MTL, but was v7.5, and either failed due 'Insufficient Parameters', lost many parts and/or emerged minus MTL. What fraction did convert had same problem with umpteen textures to apply...
Ideas ??
