Subject: people templates

I have got my hands on some people templates among them Mike 4 and Victoria 4 but I don't really know how to use them. what is the best way to learn how to make skins?

Either import the templates into 2D Software like Photoshop or GIMP and hand-paint your textures or import the figure objects into a 3D Paint Program, like Substance Painter.  Either way, you will need to develop the skills to meticulously paint in the details.
