Worked with pcs for years but this close to christmas limits my ability to buy replacements. Monitor works fine on the old celeron i moved over. Cant test card until i take a drive to work as celeron has no agp. All else appears to be powered, the haha 4 harddrives run as does the cdrom but cant tell if it stops at some point. Did see this funny no payment for 6 months thing haha in the local computer magazine... full sized local store, not some scam place that ummmmm ive pondered for last 15 mins. But back to the system at hand... im guessing motherboard.... which is not a expensive problem though a pain near christmas... hmmm no pay... hmmmm could that be dual athalon??? hmmmm no i better not think that way haha as my furniture has to be payed off in about 8 months on a 1 year dont pay deal. Waiiiitt... im thinking about it again.
Once you have removed every card and left the system with RAM, CPU, HDD and VGA; reset the board and power it. If it works; bingo, if not; remove all.. and power the MB on its own, any beeps? The board might be fine. Since you have a second system in the house you could try using it's PSU to see if it makes any difference...
