He would see it flashing open the door and then speak to headquarters, remember this was before hand held radio and the telephone was the only way to keep in touch. The clock next to the police box, made by "The National Time Recorder Company of London" was used by the tram personel at the terminus for clocking in and out, so that the tram company could tell if you were on time or not.
