i got the same problem, wojtek. and i resolve it in photoshop by converting the thumbnail with the "save for web" option instead of "save as" and then jpg, like i did before. this makes a big difference in file size i never noticed before.... i can save a thumbnail now with 30% - 60% quality and the file is still small enough for a "renderosity-compatible" thumbnail :-). it seems like the "save for web" option generates a better optimized file.
sophielerlei nailed it however there is a easy to use program from ulead.com called smart saver pro that does a lot more than optimize thumbnails. They also have paint programs and 3D programs and am quite suprised that almost nobody I know of seems to use them....they are professional grade producers and their paint prog Photo Impact also supports PS plugins but they have awesome plugins built into PhotoImpact7 too. Not to mention plugs for PS as well. Great place to shop!
I use Ulead PhotoImpact primarily because its the only one I understand enough to do what I want. I looked in at the forum to see if anyone else was having this sudden onset of thumbnail size problems and I see I'm not alone, R***** must have come down hard on their rules at the same time as changing things on the site. Anyway I'm pleased a solution has already been offered.

Hello! I have problem with 15kb limit size.My thumbnails compare to others are ones of the smallest and with some of them I have difficulty to fit in correct limit. I used Photoshop to convert files to JPG format but even at zero compresion very often is not enough. Greeetings.......Wojtek.........
