Just a guess, but maybe if you made the breasts props? Your texture wouldn't be contiguous to the body anymore, and I don't think you could then have dynamic clothing reacte to them. Although maby you could use the idea to actually generate morphs for the actual body parts?
Way too many people take way too many things way too seriously.
Actually this was done and a bit of controversy arose over the presentation. Lemme check my backups and I can give you some information on who did what and where you can find the process (unless someone chimes in first). -D

Here is a thread about it. I have not tried it yet, I heard it works. I figured how to do it with magnets instead. If I was any good at python script, I would do it that way. The main ideal is to create magnets for the body parts but size them and parent them to the fingers or what ever you want to effect the skin. You do need magnets for all the body parts involved, that's a lot of magnets if you are running your finger, say, down the neck to the abbs. I have very good results this way. Like I said, "Wish I was good at python script."It was mainly effects of gravity i was after rather than touching. Thanks for the link, but i couldn't find the tool, or guide anyway. It went on a bit didn't it?! The magnets idea is a good one though. I saw the PAE one years ago, is that a good way? Also, i use Zbrush to make my morphs, and very good it is too. Thanks for your response every one.
Jaager did a morph package for the original Vicky which had more of a gravity effect (breasts sway to the side when the body moves), as well as some muscle and tendon morphs. When a person turns their head, the tendons in the neck change, and when they pick up something heavier than a teacup, the muscles in their arms flex. I think he updated it, too. (I'm a purchaser, but didn't follow up on the email and that notice got crunched when my mailbox died.) Anyway, you might try to track that down if the morphs could be used with Ockham's scripts. Late chime in...beryld, that was the thread I remember. Glen Wilson, I have the PDF file if you still need it or can't find it.

Do you think it would be possible to turn a female character's breasts into a 'cloth', so as to let the dynamics simulator let it respond to movement and gravity?? I guess it would need to be a rigid-ish and rubbery material to keep its fullness. Also, if an anime style hair prop could be set up in a similar way (just the wavy parts obviously). A starting point would be to create a new 'group' of the breast itself and clothify it. But i'm not sure. Any experts out there have an opinion??
