For the splashes, there are a few ways to go. Get Wabe's sea splashes from Cornucopia or get SeaVue from 3Dcommune, or postwork them.

I don't do animation, but I think you just add a keyframe - the terrain is already setup for the animation.

Take a look at the function created on pages 4 and 5. When you change the fractal to the open ocean, it automatically connected it to the Time output node. Adjusting the waves section of the fractal node is setting how fast the waves are going. But, that's about it for me and animation...

with proper waves, foam spaling on rocks, Act.
