Does this have any kind of transmap applied? Or is it just a texture overlay?
In both cases you can fairly easily make a displacement map.
It's easiest if there's a transmap, in that case you can justplug that into the displacement node (and turn it down from the outrageous 2.54 it defaults at)
If there's no transmap ad this is a texture overlay it's almost as easy, providing you have either Photoshop or PSP.
Take the overlay and make a monochrome (black/white/desaturated) copy of it. Boost the brightness so it's almost white and put it on a new, black layer. Save and use as displacement map.You might want to give it a slight blur to even out the edges,

Larger one has the displacement map.
