Clothes/etc etc are made in 3D modeling programs.. not in poser
Poser is the compilation / rendering program.

For the most part, Poser does not lend itself to easy clothes creation. It does not meet the qualifications. You would need 3rd party modeling programs to accomplish the best results. Recommended freebies would be Wings3D, Blender, Truspace, etc. If you are looking at apending money, Carrara, Hexagon, 3DMax, etc would fit the bill.
The only thing you can do with clothes in Poser is:
You can create an article of clothing in another modeling program like Blender, Wings, Hexagon, etc. and import that object into Poser and use as a piece of dynamic clothing, or...
You can create a clothing mesh in another modeling program like those mentioned above and then import into Poser and set up the joints, etc. and make a conforming item from that.
1 is the easiest, 2 takes some know-how and practice.

But clothes and prop creation are not plugins....lol. It's been done with other, outside 3D modeling software (tailored for just such purposes) since Poser began ;o).
Poser can't be all things :o).

As Geep has show us, it's possible to some degree, and PhilC has his Clothibng Creator suite that works entirely within Poser to make several types of clothes.
But it's not what Poser is meant to do. You can hack and coerce and prod it and make it do a lot of things it was never intended to do... but often (although not always!) the results are as could be expected. It's like using the coffee machine to cook pasta.. sure it can be done.. but.. well...

Using Poser since 2002. Currently at Version 11.1 - Win 10.
The Clothing Designer suite of tools will enable you to create clothing within Poser. By way of an example cole4965 used it to very good effect when they made this set for the Renderosity store.

Perhaps it's a good idea to think back once there was stardust , then someone something perhaps ( God ) modelled it into you and me Laurie. "Only a small step for mankind"
And a tiny step for Poser to be able to make cloth into clothes.BB could I know.
My personal joke is in India they call me MR Poser, and Laurie I no practically know nothing about Poser, I just made a short 3 minute .mov in Poser and Imove.Which millions will see.
It's the old story 100years ago or less Walt Disney would have ripped your hands off for Poser.

PhilC's fine content-creation products are brilliant additions to Poser, but they do not come with Poser... at least, not the current versions of Poser. Thus, his Clothing Designer Suite of tools is one of several external-to-Poser solutions for creating Poser.
I agree with Laurie: the name "Poser" says it all. It wasn't designed to be content-creation software. More recently, the lines have blurred, but you will all have to agree that the bulk of Poser content is still created in specialised software desgned to manipulate mesh on a completely different level to Poser.
