One idea it to use "billboard" people. That is to say images of people (rendered in poser, or real people from photos), using a transparency map for the parts of the billboard not occupied by the people. Such billboards can be stacked one behind the other to create a crowd. It's a lot of work to set up though.
aemi1970 had a crowd figure at sharecg to populate his arena. The images provided are all standing people but it shows how it is done.
You can create your own panels by rendering a group of seated people in poser and then applying that and a mask to a square primitive. Shuffle the group and change clothess colors and you soon will have enough for say 30 people.
rowlando - by toon do you mean actual cartoon characters or a comicbook style render?
Les's "transmap" solution could be easily used to create both. Render some seated (cartoon or human) figures, postwork them using a toon style action in photoshop (The RMP and RNDA has some) and create some transmaps.
Or just apply the PS action over the whole render to give a comic book style render.
If you need actual meshes, then polycount will be an issue, but thats solveable...
For human figures Predatron's LoRez figures would be great, incredibly lowpoly and also poseable, or use Dork and Posette.
Another option (if you have Vue) is it's EcoSystem feature to create and populate a crowd. Either by using vues own low poly models, or if you needed toon characters use some imported poser models. Then export the finished crowd out as an OBJ and import that into poser.
Or if you're feeling really flush, theres always dedicated crowd building software like Massive Jet, a snip at $5,999 :)

I wonder why no one has created a seated crowd freebie, I think if I could do one in vue as you suggest I would and make it free.
I plan on comicbook style renders.
Perhpas I should put a request out to see if someone whom has Vue could make me a seated crowd for us in poser.

I might be inclined to postwork the crowd in.
That is, make your baseball stadium / basketball arena foreground with nothing in the background, render as PNG so it will have a transparent background.
Then find a non-copyrighted seated crowd scene on the Net. If it's only for your own enjoyment and not for sale or distribution, it doesn't matter if it's copyrighted or not. Better yet, shoot your own crowd scene at a local game. Apply Photoshop filters or actions so that it looks similar in style to your render. And drop it behind your rendered foreground.
Just one idea.

someone made a poser theater here in the MP and it comes with a low poly 3D crowd.
I toon my poser people and scenes using olivier's art materials with really quick application of these materials using semidieu's shaderworks - both from rdna.
In a crowd scene i would put a couple of these detailed toon people in the front seats and put the low poly people behind. that should be quick and easy.

Because you'd have to make and pose the human figures, you can't just use dork (or other models) and give that away. Know that one as in 1 early freebie accidentally included dork in a vue freebie and a mod here pointed my noob mistake.
I plan on comicbook style renders.
Follow imax24's suggestion.
If you can't find any non-copyrighted pics, then get a "comping" image from istock or corbis, that'll only cost a buck or 2 and you'll be legal.
Comping images are low res piccys used for magazine page layouts and are well handy in poser as we don't render that high.
Blur it to fake DOF, import as background and you'll make your characters stand out which'll improve the 3d effect. Then either a render action like estherau suggests or postwork like imax24.
estherau's technique of detailed stuff at the front and low at the back can be used on textures as well. High res maps at the front, low res at the front.

No sporting types of crowd, I don't cover those events, but at least you can use these legally.
Plus you may need to resize these hires images for use in poser. You'll also need to draw around the people, and edit out the knights, but theres 4 images so you'll be able to create a couple of rows at least. Also includes a set of romans as well :)

I know there is a product called crowd generator, but I am wondering if there is a way of creating a seated crowd its for a toon type of graphic.
any help advice is greatly appreciated
